   House Resolution No. 76--Relative to commending the Honorable Phil
Wyman.



	LEGISLATIVE COUNSEL'S DIGEST
             HOUSE OR SENATE RESOLUTIONS DO NOT CONTAIN A DIGEST




   WHEREAS, The tenure of the Honorable Phil Wyman with the
California State Assembly is drawing to a close following a total of
more than 17 years of exemplary service with the California State
Legislature, and it is appropriate at this time to highlight the many
achievements of his illustrious tenure and to extend to him the
highest commendations of the people of the state; and
   WHEREAS, Phil Wyman's career in the California State Legislature
dates back to 1978 when he won election to the Assembly, and in the
14 years following he distinguished himself as Republican Whip,
Chairman of the Assembly Constitutional Amendments Committee and the
Assembly Republican Policy Committee, Vice Chairman of the Assembly
Republican Caucus, the Assembly Water, Parks & Wildlife Committee,
the Assembly Economic Development Committee, and the Assembly
Agriculture Committee, and as a member of the Little Hoover
Commission and the Joint Legislative Committee on the State's
Economy; and
   WHEREAS, During his tenure in the Assembly, he fought successfully
to reinstate the death penalty, to repeal the inheritance tax, to
enact the Nursing Home Reform Act, and to extend California's D.U.I.
statutes to cover drugged as well as drunken drivers; and
   WHEREAS, As a stalwart supporter of the unborn, Phil Wyman
authored California's Parental Consent Statute; he also authored
legislation to equalize categorical school district funding, and
presented testimony before the U.S. Supreme Court in the successful
defense of Proposition 13; and
   WHEREAS, In a special election in 1993, he won a seat in the
California State Senate, where he became a member of the Senate
Agriculture & Water Resources Committee, Senate Veterans Affairs
Committee, Senate Banking, Commerce and International Trade
Committee, Energy and Public Utilities Committee, and Senate Member
of the Joint Committee on Legislative Audit; and
   WHEREAS, During his tenure in the Senate, he became renowned as
the Senate author of "Three Strikes and You're Out," which was signed
into law in March 1994, and Senate author of the School Uniform Law
(Senate Bill 1269), which was signed into law in August 1994; and
   WHEREAS, In 2000 the voters of the 34th Assembly District returned
Phil Wyman to the State Assembly, where he provided far-reaching
leadership as Senior Republican Whip, Vice Chairman of the Assembly
International Trade and Intergovernmental Relations Committee and the
Business & Professions Committee, and as member of the Banking &
Finance Committee, Water, Parks & Wildlife Committee, Jobs, Economic
Development and the Economy Committee, Veterans Affairs Committee,
Higher Education Committee, and Select Committee on the Aerospace
Industry; and
   WHEREAS, A native of Kern County and veteran of the United States
Air Force, Phil Wyman graduated from the University of California,
Davis, with a Bachelor of Arts degree in political science and minor
in agricultural economics and with a Juris Doctor from the University
of the Pacific, McGeorge School of Law, as well as two years of
graduate studies in International Law Study at the Ateneo de Manila
University, Manila, in the Philippines; and he is a member of the
State Bar of California and the Supreme Court of the United States
Bar; and
   WHEREAS, Phil Wyman is founder of the Philippine Astronomical
Society, and was awarded the "Padre Faura Astronomy Medal" for the
advance of science in the Philippines; he is a member of the American
Legion and numerous chambers of commerce, and along with his
brother, Ted Wyman, manages the Wyman Family Ranch and Campground in
Tehachapi, California; and
   WHEREAS, Phil Wyman and his wife, Lynn, are the proud parents of
three children, including Andrea Wyman Beacom, married to their
son-in-law Clint Beacom, Elizabeth Wyman, a student at Point Loma
Nazarene University, and David Wyman, a student at Tehachapi High
School; and
   WHEREAS, Through his public service activities Phil Wyman has made
a significant impact on the people of the 34th Assembly District and
throughout the state, and he will be greatly missed by those
individuals with whom he has been associated; now, therefore, be it
   Resolved by the Assembly of the State of California, That the
Members express their commendations and appreciation to their
colleague, the Honorable Phil Wyman, for his outstanding record of
dedicated service to his constituents and to all of the people of
California, and convey to him best wishes for every success in his
future endeavors.
