   Assembly Concurrent Resolution No. 222--Relative to the Teale Data
Center.

   ACR 222, as introduced, Leonard.  State employee records.
   This measure would request the Department of Consumer Affairs, the
Controller, and the Teale Data Center, to take preventive measures
on behalf of all 250,000 state employees by assuming responsibility,
and taking the necessary precautionary steps, to ensure that there is
no unauthorized use of personal information that may have been
accessed due to the security breach that occurred in mid-April 2002,
including contacting credit bureaus and the Social Security
Administration to place fraud alerts on the records of affected state
employees.
   Fiscal committee:  yes.




   WHEREAS, In early April 2002, an unknown individual or individuals
may have illegally accessed a state data center that houses state
employee files containing payroll deduction information; and
   WHEREAS, As a result of the security breach at the Teale Data
Center, personal identification information of at least 250,000 state
employees is potentially vulnerable to being exploited and used to
commit fraud; and
   WHEREAS, The compromise of the Teale Data Center has raised
concerns among state employees; and
   WHEREAS, The State of California should take the necessary steps
to protect the privacy of state employees; now, therefore, be it
   Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Department of Consumer Affairs, the
Controller, and the Teale Data Center, are requested to take
preventive measures on behalf of all 250,000 state employees by
assuming responsibility, and taking the necessary precautionary
steps, to ensure that there is no unauthorized use of personal
information that may have been accessed due to the security breach
that occurred in mid-April 2002, including contacting credit bureaus
and the Social Security Administration to place fraud alerts on the
records of affected state employees; and be it further
   Resolved, That the Chief Clerk of the Assembly transit copies of
this resolution to the Department of Consumer Affairs, the
Controller, and the Teale Data Center.
