    An act to add Section 298.6 to the Family Code, and to
amend Section 6276.14 of the Government Code, relating to domestic
partnerships.   An act to add Section 10295.3 to the
Public Contract Code, relating to public contracts.

   AB 1080, as amended, Kehoe.   Domestic partnerships:
confidentiality   State contracts:  acquisition of goods
or services  .
    Existing law authorizes the Department of General Services to
contract with suppliers to acquire goods and services for state
agencies. 
    This bill would prohibit a state agency from entering into a
contract for the acquisition of goods or services with a vendor or
contractor who does not offer benefits to registered domestic partner
employees equal to benefits offered to married employees. 

   Existing law requires that persons who seek to become domestic
partners complete and file a Declaration of Domestic Partnership with
the Secretary of State.
   This bill would prohibit the Secretary of State from disclosing or
providing public access to the mailing address of domestic partners
and would make a related change to the Public Records Act. 
   Vote:  majority.  Appropriation:  no.  Fiscal committee:  yes.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  
  SECTION 1.  Section 298.6 is added to the Family Code, to 

  SECTION 1.  Section 10295.3 is added to the Public Contract Code,
to read:
   10295.3.  Notwithstanding any other provision of law, a state
agency may not enter into any contract for the acquisition of goods
or services with a vendor or contractor who does not offer benefits
to domestic partner employees, who are registered with the Secretary
of State under Division 2.5 (commencing with Section 297) of the
Family Code, equal to benefits offered to married employees. 
 read:
   298.6.  The Secretary of State shall not disclose or provide
public access to the mailing address of domestic partners that is
contained in their Declaration of Domestic Partnership.
  SEC. 2.  Section 6276.14 of the Government Code is amended to read:

   6276.14.  Dairy Council of California, confidentiality of ballots,
