   An act to add Section 6254.27 to the Government Code, relating to
public records.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2278, as amended, John Campbell.  Public records:  personal
identifying information.
   The California Public Records Act requires public records to be
open to inspection at all times during the office hours of the state,
but deems various documents to not be public records.
   This bill would prohibit a state agency from releasing specified
personal information in any public document, or in any other
document, to any person or entity, except the individual for whom the
information pertains and to other public agencies.
   Vote:  majority.  Appropriation:  no.  Fiscal committee:  yes.
State-mandated local program:  no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 6254.27 is added to the Government Code, to
read:
   6254.27.  Notwithstanding any other provision of law, no state
agency may release in any public document, or in any other document,
to any person or entity, except the individual for whom the
information pertains and to other public agencies, the following
information:  
   (a) An individual's residential address.
   (b) An individual's residential telephone number.
   (c) An individual's mother's maiden name.
   (d) An individual's social security number.
   (e) An individual's place of birth.  
   (a) An individual's mother's maiden name.
   (b) An individual's social security number.
