BILL ANALYSIS Bill No: SB 153 SENATE COMMITTEE ON GOVERNMENTAL ORGANIZATION Senator Don Perata, Chair 2001-2002 Regular Session Staff Analysis SB 153 Author: Knight As Introduced: January 30, 2001 Hearing Date: April 3, 2001 Consultant: Steve Hardy SUBJECT Expired Pilot Projects DESCRIPTION SB 153 would repeal 90 pilot projects in current law identified as either expired or obsolete by the California Law Revision Commission in a recent report, "Expired Pilot Projects", from October of 2000. PRIOR & RELATED LEGISLATION SB 1487 (Knight) Chapter 167, Statutes of 2000. Repealed a section of the State Fish and Game Code dealing with the unlawful bringing of trout into an area where the season is closed as specified. SB 392 (Oller) 2001 Session. Would repeal a number of statutory reporting requirements the Secretary of State must make to the Legislature. (Pending hearing before this Committee) SB 1191 (Speier) 2001 Session. Identifies over 400 provisions of current law requiring state or local agencies to prepare reports that are no longer needed or relevant, and either eliminates the reporting requirement, or modifies it. (Pending hearing before this Committee) EXISTING LAW SB 153 (Knight) continued Page 2 Under existing law, various state and local pilot, demonstration, and other projects and programs of limited duration were created to make studies, collect data and make reports to the Legislature pertaining to civil procedure, air pollution, transportation, housing, health and welfare, criminal law, juvenile justice, hazardous waste and state property among others. BACKGROUND In October of 2000, the California Law Revision Commission released a report detailing 90 expired or obsolete pilot projects that have now expired. The author is carrying SB 153 to repeal these expired pilot projects.
