BILL ANALYSIS SB 153 Page 1 Date of Hearing: July 10, 2001 ASSEMBLY COMMITTEE ON BUSINESS AND PROFESSIONS Lou Correa, Chair SB 153 (Knight) - As Introduced: January 30, 2001 SENATE VOTE : 37-0 SUBJECT : Pilot projects: state and local programs. SUMMARY : Repeals numerous obsolete or expired pilot projects. Specifically, this bill : 1.Repeals more than 50 pilot projects in current law that have been identified as either obsolete or expired, pursuant to the October, 2000 "Expired Pilot Projects" report prepared and by the California Law Revision Commission. 2.Makes technical changes to statutes referenced within the laws creating these pilot projects in order to reflect their termination. EXISTING LAW creates numerous state and local demonstration projects of limited duration in order to study, collect data and report to the Legislature regarding, among other things, civil procedure, air pollution, transportation, housing, health and welfare, criminal law, juvenile justice, hazardous waste and state property. FISCAL EFFECT : Unknown COMMENTS : This bill repeals more than 50 pilot projects that, in many cases, were completed, expired or became obsolete many years ago, but are still "on the books." This bill is a "clean-up" measure that repeals those expired or obsolete pilot projects identified in the California Law Review Commission's report of October, 2000. In addition to repealing the pilot projects, this bill makes necessary technical changes to other current laws that reference, or are referenced by, the statutes that originally created the pilot projects.
