LEGISLATIVE COUNSEL'S DIGEST AB 308, Leslie. Health and human services pilot program: Placer County. Under existing law, Placer County, with the assistance of the appropriate state departments, within the existing resources of those departments, is required to implement a pilot program upon approval of the county, for the funding and delivery of services and benefits through an integrated and comprehensive county health and human services system. Under existing law, these provisions become inoperative on July 1, 2001, and as of January 1, 2002, are repealed. This bill would extend the inoperative date to July 1, 2006, and the repeal date to January 1, 2007. This bill would declare that it is to take effect immediately as an urgency statute. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 18986.62 of the Welfare and Institutions Code is amended to read: 18986.62. This chapter shall become inoperative on July 1, 2006, and, as of January 1, 2007, is repealed, unless a later enacted statute, that becomes operative on or before January 1, 2007, deletes or extends the dates on which it becomes inoperative and is repealed. SEC. 2. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are: In order to prevent the termination of the Placer County integrated health and human services pilot program on July 1, 2001, it is necessary that this act take effect immediately.
