LEGISLATIVE COUNSEL'S DIGEST SB 671, Poochigian. Local agency meetings: closed sessions. The Ralph M. Brown Act requires that the meetings of the legislative body of a local agency be conducted openly and publicly, with specified exceptions. The act also provides that the legislative body of a local agency may hold closed sessions for specified purposes. This bill would authorize the legislative body of a local agency to hold closed sessions to discuss a local agency employee's application for early withdrawal of funds in a deferred compensation plan when the application is based on financial hardship arising from an unforeseeable emergency due to illness, accident, casualty, or other extraordinary event. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 54957.10 is added to the Government Code, to read: 54957.10. Notwithstanding any other provision of law, a legislative body of a local agency may hold closed sessions to discuss a local agency employee's application for early withdrawal of funds in a deferred compensation plan when the application is based on financial hardship arising from an unforeseeable emergency due to illness, accident, casualty, or other extraordinary event, as specified in the deferred compensation plan.
