LEGISLATIVE COUNSEL'S DIGEST AB 3008, Committee on Budget. Budget implementation: education finance. The Budget Act of 2001 makes appropriations, including appropriations in regard to the state's funding obligations for school districts and community college districts, for support of state government for the 2001-02 fiscal year. This bill, in augmentation of the Budget Act of 2001, would reappropriate designated appropriations made in that act, relating to various educational programs in the total amount of $1,796,591,000, to the Trustees of the California State University for the support of the California State University for the 2001-02 fiscal year. This bill would appropriate $503,433,000 from the Proposition 98 Reversion Account for transfer to Section A of the State School Fund, for allocation by the Superintendent of Public Instruction to school districts, county offices of education, and other agencies for the purposes of adult education, as specified, for costs incurred in the 2001-02 fiscal year. This bill would declare that it makes appropriations for the usual and current expenses of the state, thereby taking effect immediately. Appropriation: yes. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. (a) The sum of one billion seven hundred ninety-six million five hundred ninety-one thousand dollars ($1,796,591,000), from amounts appropriated pursuant to Section 2.00 of the Budget Act of 2001 as identified in subdivision (b), is hereby reappropriated to the Trustees of the California State University for the 2001-02 fiscal year in augmentation of Item 6610-001-0001 of Section 2.00 of the Budget Act of 2001. This reappropriation is subject to subdivision (a) of Section 2.00 of the Budget Act of 2001 (Chapter 106 of the Statutes of 2001). (b) The reappropriation in subdivision (a) is made from the following sums, as appropriated in Section 2.00 of the Budget Act of 2001: (1) Three million eight hundred thirty-one thousand dollars ($3,831,000) from Schedule (1) of Item 6110-111-0001. (2) Seventy-six million dollars ($76,000,000) from Item 6110-112-0001. (3) Sixty-five million six hundred forty-three thousand dollars ($65,643,000) from Schedule (4) of Item 6110-113-0001. (4) Four hundred sixty-two thousand dollars ($462,000) from Schedule (1) of Item 6110-116-0001. (5) Three million five hundred thirteen thousand dollars ($3,513,000) from Schedule (2) of Item 6110-116-0001. (6) One hundred forty-four million three hundred thousand dollars ($144,300,000) from Schedule (2) of Item 6110-123-0001, as amended by Chapter 1 of the Statutes of 2002, Third Extraordinary Session. (c) The sum reappropriated pursuant to subdivision (a) is not allocated to school districts or community college districts for the 2001-02 fiscal year, and may not be deemed moneys applied by the state for the support of school districts and community college districts for purposes of Section 8 of Article XVI of the California Constitution. SEC. 2. The sum of five hundred three million four hundred thirty-three thousand dollars ($503,433,000) is hereby appropriated from the Proposition 98 Reversion Account for transfer to Section A of the State School Fund, for allocation by the Superintendent of Public Instruction to school districts, county offices of education, and other agencies as public school apportionments for costs incurred in the 2001-02 fiscal year under the programs and purposes identified in Item 6110-156-0001 of Section 2.00 of the Budget Act of 2001. SEC. 3. Sections 1 and 2 of this act make an appropriation for the usual and current expenses of the state within the meaning of Article IV of the California Constitution, and this act shall go into immediate effect.
