LEGISLATIVE COUNSEL'S DIGEST ACA 9, Longville. Right to have vote counted. The California Constitution requires the Legislature to define residence and provide for registration and free elections. This measure would specify that a voter who casts a vote in an election shall have that vote counted. Resolved by the Assembly, the Senate concurring, That the Legislature of the State of California at its 2001-02 Regular Session commencing on the fourth day of December 2000, two-thirds of the membership of each house concurring, hereby proposes to the people of the State of California that the Constitution of the State be amended by adding Section 2.5 to Article II thereof, to read: SEC. 2.5. A voter who casts a vote in an election in accordance with the laws of this state shall have that vote counted.
