LEGISLATIVE COUNSEL'S DIGEST SB 1687, Margett. Public contracts: bids: Internet. Existing California public contract law encourages competition for public contracts and aids public officials in the efficient administration of public contracting. That law also provides for contracting and payment by electronic transmission. This bill would authorize public entities to adopt methods and procedures to receive bids on public works or other contracts over the Internet, as provided. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 1601 is added to the Public Contract Code, to read: 1601. Any public entity may adopt methods and procedures to receive bids on public works or other contracts over the Internet, but only if no bid can be opened before the bid deadline and all bids can be verified as authentic.
