   An act to add Section 327 to the Military and Veterans Code,
relating to military service, and declaring the urgency thereof, to
take effect immediately.



	LEGISLATIVE COUNSEL'S DIGEST


   AB 1850, Nakano.  Military service:  health care benefits.
   Existing law specifies certain pay and allowances for members of
the National Guard.
   This bill would provide that officers, warrant officers, and
enlisted men and women on active duty in the service of the state
shall be eligible for health care benefits 30 days after being called
to active duty.
   The bill would declare that it is to take effect immediately as an
urgency statute.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 327 is added to the Military and Veterans Code,
to read:
   327.  Officers, warrant officers, and enlisted men and women on
active duty in the service of the state shall be eligible for health
care benefits 30 days after being called to active duty.
  SEC. 2.  This act is an urgency statute necessary for the immediate
preservation of the public peace, health, or safety within the
meaning of Article IV of the Constitution and shall go into immediate
effect.  The facts constituting the necessity are:
   In order that adequate health care benefits and economic relief
may be provided as soon as possible to members of the National Guard
who are called into active duty, it is necessary that this act take
effect immediately.
