BILL NUMBER: AB 876 CHAPTERED 10/07/01 CHAPTER 558 FILED WITH SECRETARY OF STATE OCTOBER 7,2001 PASSED THE ASSEMBLY SEPTEMBER 14, 2001 PASSED THE SENATE SEPTEMBER 12, 2001 AMENDED IN SENATE SEPTEMBER 7, 2001 AMENDED IN SENATE AUGUST 20, 2001 AMENDED IN SENATE JULY 17, 2001 AMENDED IN SENATE JUNE 21, 2001 AMENDED IN ASSEMBLY APRIL 17, 2001 AMENDED IN ASSEMBLY APRIL 2, 2001 INTRODUCED BY Assembly Member Wyland FEBRUARY 22, 2001 An act relating to pupil performance, and making an appropriation therefor. (Approved by Governor October 5, 2001. Filed with Secretary of State October 7, 2001.) I am signing Assembly Bill 876 which would appropriate $100,000 to the State Department of Education to conduct a study of reading programs in schools with grades K-6 where at least 75 percent of the pupils have scored at or above the 80th percentile on the Standardized Testing and Reporting Program (STAR). Ensuring that students learn to read is one of my primary education priorities. I am signing this measure but eliminating the appropriation. I am asking the Superintendent of Public Instruction to perform this study within existing resources. Further, the state has provided millions of dollars for the development and adoption of English-Language Arts Academic Content Standards and Reading/Language Arts Frameworks. In addition, it is anticipated that the State Board Education will adopt reading/language arts materials by early 2002, all of which can be used to assist schools in developing successful reading programs. GRAY DAVIS, Governor LEGISLATIVE COUNSEL'S DIGEST AB 876, Wyland. Pupil reading programs. Existing law provides for various reading programs for pupils in specified grades, including the Comprehensive Reading Leadership Program Act of 1996, the Elementary School Intensive Reading Program, and the Governor's Reading Award Program. This bill would appropriate $100,000 from the General Fund to the State Department of Education for the purpose of contracting for a study that identifies reading programs in schools that maintain kindergarten or any of grades 1 to 6, inclusive, where the performance of 75% of the pupils was at or above the 80th percentile on the reading portion of the achievement tests administered pursuant to the Standardized Testing and Reporting Program. Appropriation: yes. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. There is hereby appropriated one hundred thousand dollars ($100,000) from the General Fund to the State Department of Education for the purpose of contracting for a study that identifies reading programs in schools that maintain any kindergarten or grades 1 to 6, inclusive, where the performance of 75 percent of the pupils was at or above the 80th percentile on the reading portion of the achievement tests administered pursuant to the Standardized Testing and Reporting Program, based upon pupil demographics, including, but not limited to, socioeconomic status and ethnicity.
