LEGISLATIVE COUNSEL'S DIGEST AB 2444, Dutra. State special schools and diagnostic centers: salaries. Existing law requires the State Department of Education to fix the compensation of officers, teachers, and employees of the state special schools and diagnostic centers. This bill would require the State Personnel Administration to consider making salaries for teachers, specialists, and administrators of the state special schools and diagnostic centers competitive with the salaries of similarly qualified school teachers, specialists, and administrators who are employed by the encompassing school districts. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 59008 is added to the Education Code, to read: 59008. (a) The Department of Personnel Administration shall consider making salaries for teachers, specialists, and administrators of the California School for the Deaf competitive with the salaries of similarly qualified school teachers, specialists, and administrators who are employed by the encompassing school districts. (b) For purposes of this section, "teachers," "teacher specialists," and "administrators" means those individuals who hold the appropriate teaching, service, or teaching and administrative credential, as appropriate, as issued by the Commission on Teacher Credentialing, as determined by the employing state agency. SEC. 2. Section 59104 is added to the Education Code, to read: 59104. (a) The Department of Personnel Administration shall consider making salaries for teachers, specialists, and administrators of the California School for the Blind competitive with the salaries of similarly qualified school teachers, specialists, and administrators who are employed by the encompassing school districts. (b) For purposes of this section, "teachers," "teacher specialists," and "administrators" means those individuals who hold the appropriate teaching, service, or teaching and administrative credential, as appropriate, as issued by the Commission on Teacher Credentialing, as determined by the employing state agency. SEC. 3. Section 59205 is added to the Education Code, to read: 59205. (a) The Department of Personnel Administration shall consider making salaries for teachers, specialists, and administrators of the Diagnostic Center, Southern California, the Diagnostic Center, Central California, and the Diagnostic Center, Northern California, competitive with the salaries of similarly qualified school teachers, specialists, and administrators who are employed by the encompassing school districts. (b) For purposes of this section, "teachers," "teacher specialists," and "administrators" means those individuals who hold the appropriate teaching, service, or teaching and administrative credential, as appropriate, as issued by the Commission on Teacher Credentialing, as determined by the employing state agency.
