LEGISLATIVE COUNSEL'S DIGEST SB 1162, Polanco. University of California: Charles R. Drew/UCLA Undergraduate Medical Education Program. Existing law establishes the University of California system as a public trust administered by the Regents of the University of California. This bill would request the regents, as a component of the current assessment of the system's medical education program, to consider the expansion of the Charles R. Drew/UCLA Undergraduate Medical Education Program. The bill would also request the regents to submit a report summarizing their findings regarding the Charles R. Drew/UCLA Undergraduate Medical Education Program to the Governor, the Legislature, and the California Postsecondary Education Commission no later than June 30, 2003. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. (a) The Legislature finds and declares all of the following: (1) In September 1997, Resolution Chapter 103 of the Statutes of 1997 directed the California Postsecondary Education Commission (CPEC) to investigate the reasons why health care professionals choose not to practice in underserved areas. (2) In its April 1999 report, entitled "Recommendations on Strategies to Enhance the Delivery of Health Care to All Californians," CPEC concluded that, although California has an adequate supply of physicians, their inequitable distribution across the state disadvantages over 4,000,000 Californians, particularly those in rural areas and inner city communities with large numbers of African American and Latino residents. (3) CPEC's April 1999 report also concluded that the recent decline in enrollment in medical schools of students from communities whose health care needs are presently underserved presents a challenge because these are the physicians in training most likely to return to their home neighborhoods to practice. (4) In October 2001, the Center for California Health Workforce Studies of the University of California, San Francisco, in its study, entitled "Migration Patterns of Underrepresented Minority Californians in Medicine," found that the number of underrepresented minority Californians entering medical school who enrolled in California medical schools decreased from 59 percent in 1993 to 43 percent in 1999. (5) The Center for California Health Workforce Studies also concluded that increasing the number of underrepresented minority Californians in California's residency programs is an important strategy for increasing the state's supply of underrepresented minority physicians. One of the center's major recommendations was the expansion of the Charles R. Drew/UCLA Undergraduate Medical Education Program. The Drew/UCLA program has been highly successful in recruiting underrepresented minority medical students. (b) It is, therefore, the intent of the Legislature to request the Regents of the University of California to develop, in collaboration with the Charles R. Drew/UCLA Medical School, a plan and timeline for the expansion of the Charles R. Drew/UCLA Undergraduate Medical Education Program in order to assist the state in addressing the state's physician workforce needs. Increasing the size of the entering class of the Drew/UCLA program would significantly enlarge the cadre of physicians who are likely to provide care to California' s underserved populations. SEC. 2. Article 1.5 (commencing with Section 92605) is added to Chapter 6 of Part 57 of the Education Code, to read: Article 1.5. Charles R. Drew/UCLA Undergraduate Medical Education Program 92605. (a) The regents are hereby requested to consider, as a component of the University of California's current systemwide medical education program assessment, the expansion of the Charles R. Drew/UCLA Undergraduate Medical Education Program. (b) The regents are further requested to submit, not later than June 30, 2003, a report summarizing their findings regarding the Charles R. Drew/UCLA Undergraduate Medical Education Program to the Governor, the Legislature, and the California Postsecondary Education Commission.
