LEGISLATIVE COUNSEL'S DIGEST AB 3006, Committee on Budget. Health: Medi-Cal: provider rate increases. Existing law provides for the Medi-Cal program, administered by the State Department of Health Services, under which qualified low-income persons are provided with health care services. Assembly Bill 442 of the 2001-02 Regular Session, among other things, proposes to add provisions that would require, in order to implement changes in the level of funding for Medi-Cal services in the Budget Act of 2002, the Director of Health Services to eliminate, with specified exceptions, all provider rate increases that were provided, effective August 1, 2000, for services rendered in the Medi-Cal program. The bill would define "provider" for purposes of this requirement. This bill would repeal the above provisions, contingent on the enactment of AB 442. This bill would declare that it is to take effect immediately as an urgency statute. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 103 of Assembly Bill 442 of the 2001-02 Regular Session is repealed. SEC. 2. Section 1 of this act shall be operative only if Assembly Bill 442 of the 2001-02 Regular Session is enacted on or before January 1, 2003. SEC. 3. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are: In order to make necessary statutory changes to implement the Budget Act of 2002 at the earliest possible time, it is necessary that this act take effect immediately.
