   Assembly Concurrent Resolution No. 38--Relative to Thomas E.
Burnett, Jr. Memorial Bridge.


	LEGISLATIVE COUNSEL'S DIGEST


   ACR 38, as introduced, Houston.  Thomas E. Burnett, Jr. Memorial
Bridge.
   This measure would designate the Fostoria Overcrossing on State
Highway Route 680 in the City of San Ramon as the Thomas E. Burnett,
Jr. Memorial Bridge.
   The measure would also request the Department of Transportation to
determine the cost of appropriate plaques and markers showing this
special designation and, upon receiving donations from nonstate
sources covering that cost, to erect appropriate plaques and markers.

   Fiscal committee:  yes.




   WHEREAS, Thomas E. Burnett, Jr. lived with his wife Deena and
daughters Halley, Madison, and Anna Claire in the City of San Ramon;
and
   WHEREAS, On September 11, 2001, terrorists hijacked four civilian
aircraft, crashing two of them into the twin towers of the World
Trade Center in New York City, and a third into the Pentagon outside
Washington, D.C.; and
   WHEREAS, Thomas E. Burnett, Jr. was a passenger on United Airlines
Flight 93, the fourth hijacked aircraft, which crashed in
southwestern Pennsylvania after passengers tried to take control of
the aircraft in order to prevent the hijackers from probably crashing
the aircraft in Washington D.C. into an important symbol of
democracy and freedom; and
   WHEREAS, The heroic actions taken by Thomas E. Burnett, Jr. and
his fellow passengers likely prevented the further loss of life; now,
therefore, be it
   Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Fostoria Overcrossing on State Highway
Route 680 in the City of San Ramon is hereby officially designated
the Thomas E. Burnett, Jr. Memorial Bridge; and be it further
   Resolved, That the Department of Transportation is requested to
determine the cost of appropriate plaques and markers, consistent
with the signing requirements for the state highway system, showing
the special designation, and, upon receiving donations from nonstate
sources covering that cost, to erect those plaques and markers; and
be it further
   Resolved, That the Chief Clerk of the Assembly transmit a copy of
this resolution to the Director of Transportation.
