DIGEST : This resolution states that the Legislature
acknowledges and participates in the celebration of
          National Library Week commencing
          April 6, 2003.

ANALYSIS : This resolution makes the following
          legislative findings:

1.National Library Week is being celebrated in public
libraries throughout California from April 6 through
            April 12, 2003.

2.Our state's public libraries offer computers, Internet
access, e-mail reference, and other innovative services
to connect their users with ideas and information, and
provide technology training for patrons of all ages to
help bridge the "digital divide" for those who do not
have access to technology at home or school.

3.Public libraries preserve our cultural heritage, inform,
inspire and provide equal and economical services and, in
many cases, serve as community's only public point of
            access to resources for learning.

4.More than 19 million people use California's public
            libraries annually.

This resolution acknowledges the celebration of National
Library Week commencing April 6, 2003, applauds the
positive and vital impact of public libraries, librarians,
and other library workers, and thanks them for enriching
the lives of residents and helping to make our state an
exceptional place to live, learn and work.
