   An act to relating to the California State Lottery.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 939, as introduced, Alarcon.  California State Lottery:
donation:  tax credit.
   Existing law, the California State Lottery Act of 1984,
establishes a state lottery and provides for at least 34% of the
total annual revenues to be allocated to the benefit of public
education.
   This bill would state the intent of the Legislature to enact
legislation that would provide a tax credit to winners of the state
lottery who donate a portion of the proceeds of their winnings to
public school programs that fund school counselors or to community
college districts for basic skills instruction.
   Vote:  majority.  Appropriation:  no.  Fiscal committee:  no.
State-mandated local program:  no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  It is the intent of the Legislature to enact
legislation that would provide a tax credit to winners of the
California State Lottery who donate a portion of the proceeds of
their winnings to public school programs that fund school counselors
or to community college districts for basic skills instruction.
