LEGISLATIVE COUNSEL'S DIGEST SB 1415, as amended, Brulte. Postsecondary education: Donahoe Higher Education Act: common course numbering system. Existing law, known as the Donahoe Higher Education Act, sets forth, among other things, the missions and functions of California's public and independent segments of higher education, and their respective institutions of higher education. Provisions of the act apply to the University of California only to the extent that the Regents of the University of California, by appropriate resolution, act to make a provision applicable. Existing law requires the Board of Governors of the California Community Colleges to develop, maintain, and disseminate a general common course numbering system for use by community college districts. This bill would provide that, not later thanJanuaryJune 1, 2006,each campus ofthe California Community Colleges and the California State University shall adopt, andeach campus ofthe University of California and private postsecondary institutions may adopt, a common course numbering system for the 20 highest-demand majors in the respective segments .The bill would require the California Articulation Number (CAN) Board to adopt and maintain a statewide common course numbering system for the California Community Colleges, the California State University, the University of California, and participating private postsecondary educational institutions.The bill would further require each campus of a public postsecondary educational institution to incorporate the common course numbering system in its catalogueby identifying each course for which a California articulation number has been adopted by its CAN identifier. The bill would specify that the incorporation of these numbers into a campus catalogue would occur at the next adoption of a campus catalogue afterJanuaryJune 1, 2006. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Article 1.5 (commencing with Section 66725) is added to Chapter 9.2 of Part 40 of the Education Code, to read: Article 1.5. Common Course Numbering System 66725. (a) It is the intent of the Legislature to facilitate articulation and seamless integration of California's postsecondary institutions by facilitating the adoption and integration of a common course numbering system among the public and private postsecondary institutions. The purpose of building and implementing a common course numbering system is to provide for the effective and efficient progression of students within and among the higher education segments and to minimize duplication of coursework.66725.3. (a) Not later than January 1, 2006, each campus of(b) The Legislature finds and declares both of the following: (1) Effective transfer programs provide a clear path for obtaining the preparation necessary for upper-division major coursework and graduation at a four-year college or university. The segments have made significant progress in developing articulation agreements that specify required coursework and other academic preparation necessary for transfer students to succeed at a four-year institution. These articulation agreements are essential to provide the basis for a common course numbering system that facilitates transfer student success. (2) In implementing this article, the public postsecondary educational institutions and other parties involved should assess programs and build upon those proving to be the most effective in communicating articulation, such as the California Articulation Number (CAN) system, the Intersegmental Major Preparation Articulated Curriculum (IMPAC) project, the Intersegmental General Education Transfer Curriculum (IGETC), and the Articulation System Stimulating Interinstitutional Student Transfer (ASSIST). 66725.3. (a) Not later than June 1, 2006, the California Community Colleges and the California State University shall adopt, andeach campus ofthe University of California and private postsecondary institutions may adopt, a common course numbering systemas adopted by the California Articulation Number (CAN) Board. (b) Not later than June 30, 2005, the CAN Board shall adopt and maintain a statewide common course numbering system for the California Community Colleges, the California State University, the University of California, and participating private postsecondary educational institutions.for the 20 highest-demand majors in the respective segments. (b) Not later than June 30, 2006, the Board of Governors of the California Community Colleges and the Trustees of the California State University shall, and the Regents of the University of California are requested to, report to the Legislature on the status of the activities of their respective segments as they relate to subdivision (a) and on the plans of their respective segments to implement a common course numbering system for the majors that are not covered by subdivision (a). (c) Each campus of a public postsecondary educational institution shall incorporate the common course numbering system in its catalogueby identifying each course for which a California articulation number has been adopted by its CAN identifier. This incorporation into a campus catalogue shall occur at the next adoption of a campus catalogue afterJanuaryJune 1, 2006.66725.5. It is the intent of the Legislature to accomplish all of the following: (a) In implementing this article, the public postsecondary educational institutions and other parties involved should build upon existing programs and activities, such as the existing California Articulation Number (CAN) system, the Intersegmental Major Preparation Articulated Curriculum (IMPAC) Project, the Intersegmental General Education Transfer Curriculum (IGETC), and the Articulation System Stimulating Interinstitutional Student Transfer (ASSIST). (b) The University of California should fully participate in and implement the provisions of this article. (c) The annual Budget Act should be utilized to ensure the participation of each of the public postsecondary educational institutions in the purposes of this article.
