LEGISLATIVE COUNSEL'S DIGEST AB 461, Longville. Provisional voting. Existing law provides that when a voter claiming to be properly registered but whose qualification or entitlement to vote cannot be immediately established by examination of specified records, he or she shall be entitled to vote a provisional ballot, and specifies procedures for provisional voting. This bill would provide that these provisions shall be liberally construed in favor of the provisional voter. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 14312 is added to the Elections Code, to read: 14312. This article shall be liberally construed in favor of the provisional voter.
