LEGISLATIVE COUNSEL'S DIGEST SB 448, Poochigian. Voter registration. Existing law states the intent of the Legislature that voter registration be maintained at the highest possible level. This bill would require the Franchise Tax Board to include a voter registration card with the Personal Income Tax return forms mailed annually to California taxpayers. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. The Legislature hereby finds and declares all of the following: (a) The health and vitality of a democracy depends on the "consent of the governed" and this consent is expressed, in part, through registering to vote and voting. (b) The historical decline of participation in elections is a serious public policy issue which, unless reversed, threatens to undermine this consent. (c) The state should make significant efforts to provide every eligible citizen a simple and convenient opportunity to register to vote. SEC. 2. Section 19584 is added to the Revenue and Taxation Code, to read: 19584. The Franchise Tax Board shall include a voter registration card with the Personal Income Tax filing forms that are mailed annually to California taxpayers.
