LEGISLATIVE COUNSEL'S DIGEST AB 2834, Canciamilla. Santa Margarita Water District and Irvine Ranch Water District: water treatment, reuse, and conveyance. Existing law, the California Water District Law, authorizes the formation of California water districts and provides for the purposes and powers of those districts. This bill would authorize the Santa Margarita Water District and the Irvine Ranch Water District, California water districts, to convey water in a drainage course within the boundaries of each respective district for the purposes of treating and reusing that water, if that conveyance, treatment, and reuse meet the requirements of state and federal law. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 35539.13 is added to the Water Code, to read: 35539.13. (a) The districts may convey water in a drainage course within the boundaries of each respective district for the purposes of treating and reusing that water, if the conveyance, treatment, and reuse meet the requirements of state and federal law. (b) For purposes of this section, "drainage course" refers to a drainage course with regard to which the each respective district has a right of use. (c) For purposes of this section, "water" refers to water with regard to which the each respective district has a right of use. SEC. 2. The Legislature finds and declares that this act, which is applicable only to the Santa Margarita Water District and the Irvine Ranch Water District, is necessary because of the unique and special water problems in the area included in those respective districts. It is, therefore, hereby declared that a general law within the meaning of Section 16 of Article IV of the California Constitution cannot be made applicable to those districts and the enactment of this special law is necessary for the conservation, development, control, and use of water for the public good.
