Relative to the Rosa Parks Memorial Building.
LEGISLATIVE COUNSEL'S DIGEST
ACR 129, Baca State buildings: Rosa Parks Memorial Building.
This measure would request that the Department of General Services
change the name of the State Government Center Building located at
464 West 4th Street in San Bernardino to the Rosa Parks Memorial
Building.
WHEREAS, On December 1, 1955, Rosa Parks bravely challenged widely
accepted Jim Crow laws by refusing to give up her seat on a bus; and
WHEREAS, On November 13, 1956, the United States Supreme Court
ruled that the segregation law in Montgomery Alabama was
unconstitutional, and on December 20, 1956, Montgomery officials were
ordered to desegregate buses; and
WHEREAS, Rosa Parks' challenge to segregation on buses contributed
to the end of institutionalized segregation in the South; and
WHEREAS, Rosa Parks greatly contributed to the civil rights
movement; and
WHEREAS, In 1999, former President Bill Clinton presented Rosa
Parks with the Congressional Gold Medal; and
WHEREAS, Rosa Parks passed away on October 24, 2005; and
WHEREAS, The people of the State of California are grateful for
the bravery of Rosa Parks and her contribution to the civil rights
movement; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Department of General Services is
requested to designate the State Government Center Building at 464
West 4th Street, in San Bernardino as the Rosa Parks Memorial
Building in recognition of the contribution of Rosa Parks to the
civil rights movement; and be it further
Resolved, That the Department of General Services is further
requested to erect the appropriate markers and plaques, consistent
with the signing requirements for state buildings, showing this
special designation; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the Department of General Services and the author
for appropriate distribution.
