LEGISLATIVE COUNSEL'S DIGEST AB 1550, as introduced, Arambula. Unincorporated areas: vehicle law enforcement. Existing law authorizes the board of supervisors of a county having a population in excess of 3,000,000 persons to authorize the county sheriff, rather than the California Highway Patrol, to enforce the provisions of the Vehicle Code in the unincorporated area of the county, but only upon county highways. This bill would instead specifically grant this authority to the Board of Supervisors of Fresno County and Los Angeles County. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 26613 of the Government Code is amended to read: 26613. Notwithstanding the provisions of Section 29601 , theboardBoards ofsupervisorsSupervisors ina county having a population in excess of 3,000,000the Counties of Los Angeles and Fresno may authorize the sheriff to enforce the provisions of the Vehicle Code in the unincorporated area ofsuchthe county , but only upon county highways. The expense incurred by the sheriff in the performance ofsuchthose duties shall be a proper county charge.The sheriff shall, on or before the fifth day of each month, forward to the Department of the California Highway Patrol copies of all accident reports made to the sheriff's office and all accident reports of accidents investigated by the sheriff's office. SEC. 2. The Legislature finds and declares that there are unique circumstances with respect to enforcement of the Vehicle Code on county roads in the unincorporated areas of Fresno County and Los Angeles County that are not common to other counties. It is therefore declared that a general law cannot be made applicable within the meaning of Section 16 of Article IV of the Constitution, and that the enactment of this act as a special law is necessary for the solution of these problems in Fresno County and Los Angeles County.
