          BILL SUMMARY: AB 2051 would do the following:
          - Authorize the Secretary of State (SOS) to expand an existing  
          fee for the purposes of preparing and sending mailings which  
          would be revised to include notice that a lesbian, gay,  
          bisexual, transgender (LGBT) specific domestic violence brochure  
          is available.
          - Establish a fee of $23 to be imposed on specified domestic  
          partners for the purposes of developing a training curriculum  
          specific to LGBT domestic abuse and for the support of a  
          mini-grant program to promote positive relationships in the same  
          community.
          - Establish the Equality in Prevention and Services for Domestic  
          Abuse Fund, a continuously appropriated fund administered by the  
          Office of Emergency Services (OES) for deposit of revenues from  
          the new fee.  
          - The LGBT brochure shall be developed by the Department of  
          Health Services (DHS) and printed and distributed by the  
          Secretary of State.
          - Specify the intent of the Legislature that services funded by  
          the DHS Maternal and Child Health Branch include services to the  
          LGBT community.
          - Expand a Commission on Peace Officer Standards and Training  
          (POST) advisory committee on domestic violence to include one  
          representative of service providers serving the LGBT community  
          in connection with domestic violence.
          - Require OES to expand existing workshops on domestic violence  
          to include a curriculum component on LGBT specific domestic  
          abuse.
          - Require the OES to award at least four mini-grants of up to  
          $10,000 to fund domestic violence programs and services.

          STAFF COMMENTS: SUSPENSE FILE

          Estimating the number of domestic partner registrants at 5,500  
          annually, the $23 fee would generate $126,500.

          The proposed amendments would (1) clarify the mini-grant program  
          is an annual program and (2) delete the continuous  
          appropriation.
