DESCRIPTION
The California Constitution authorizes each house of the
Legislature to establish committees necessary for the
conduct of its business, including committees to ascertain
facts and make recommendations on a subject within the
scope of legislative control. Pursuant to the rules of the
Senate and the Assembly, these research committees are
called "select" committees.
This bill would clarify that this constitutional authority
includes the power to specifically establish "select"
committees for the aforementioned purposes.
BACKGROUND
Quite a Selection . There are currently 36 Senate Select
Committees and 35 Assembly Select Committees according to
the Senate and Assembly Daily Files. Those committees are
as follows:
