BILL NUMBER: SB 60 VETOED DATE: 10/07/2005 To the Members of the California State Senate: I am returning Senate Bill 60 without my signature. This bill is premature and could undermine national security efforts to identify individuals who pose enormous risk to the safety of Californians. I have repeatedly stated that the ability to verify documents used to establish an identity must include a way to determine whether an individual is who he or she purports to be and must include a criminal background check. In addition, enacting this bill will result in millions of dollars being spent on a process that ultimately could conflict with federal regulations. Once the federal rule making is finalized, it would be appropriate to engage in discussions relating to implementation of the Act, including whether or not a driving only certificate is appropriate in California.
