           DIGEST  :    This bill provides resources for the support of  
          career technical education programs at middle schools, high  
          schools, regional occupational centers and programs and  
          community colleges. 

           Assembly Amendments  delete the prior version of the bill.   
          As it left the Senate, the bill expressed legislative  
          intent to enact statutory changes in the Budget Act.

           ANALYSIS  :    

          This bill:

          1. Requires the Board of Governors of the Community  
             Colleges to assist economic and workforce regional  
             development centers and consortia to improve  
             career-technical education pathways between high schools

             and community colleges, as follows: 

             A.    Expanding certificate programs in identified  
                strategic priority areas. 

             B.    Aligning existing technical preparation programs  
                and curriculum in high schools and community colleges  
                to more industry-driven programs. 

             C.    Promoting the California Community Colleges  
                Economic and Workforce Development Program's  
                integration of business and high school career  
                programs. 

             D.    Creating new articulated courses between high  
                schools and community colleges. 

             E.    Accelerating training for those students who  
                choose more expeditious methods. 

             F.    Exploring more relevant practicum models that  
                integrate coursework and internships. 

             G.    Improving the quality of career outreach  
                materials.  

             H.    Disseminating materials and curriculum to all  
                middle and high schools. 

          2. Requires the Chancellor of the Community Colleges to  
             develop an implementation strategy to address the above  
             objectives, as part of an annual expenditure plan  
             submitted to the advisory committee for the California  
             Community Colleges Economic and Workforce Development  
             Programs and the Board of Governors. 

          3. Requires the Board of Governors to ensure that  
             elementary and secondary school educators collaborate  
             with college faculty in implementing this section. 

          4. Makes the above requirements operative only in fiscal  
             years in which the Legislature appropriates funds for  
             this purpose.

          5. Requires the Board of Governors, in collaboration with  
             the California Department of Education, to produce a  
             report and submit it to interested parties by July 1,  
             2007.  The report shall include (a) information on the  
             capacity of high schools and community colleges to  
             support integrated four-year programs and to improve  
             articulation with baccalaureate degree-granting  
             programs, (b) recommendations on ways to improve  
             career-technical opportunities, and (c) recommendations  
             for future funding. 

          6. Appropriates $20 million in Proposition 98 Reversion  
             Account (one-time) funds to the Board of Governors for  
             local assistance grants to consortia of community  
             colleges and their public elementary and secondary  
             school partners, for implementation of the above. 

          7. Appropriates $193,000 in federal Carl Perkins funds to  
             the Board of Governors for two-year limited-term  
             positions for workload associated with the local  
             assistance grants. 

           Comments  .  The 2005 Budget Act appropriated $20 million in  
          Proposition 98 Reversion Account funds for the above  
          purposes, contingent upon the appropriation of $20 million  
          for  instructional materials to help English learners  
          acquire English.  The Governor vetoed both appropriations.
