           DIGEST  :    This bill expresses the intent of the  
          Legislature to enact the Budget Act of 2005.

           Assembly Amendments  make technical changes by deleting the  
          phase statutory changes relating to in order to put the  
          bill into conference.

           ANALYSIS  :    Along with the Budget Bill, there are a number  
          of trailer bills to enact changes in the statutes to

          implement the Budget Act.  This bill, at the present time,  
          is to be considered a vehicle to be used for the state  
          Budget.
