   An act  to add Section 14626 to the Government Code, 
relating to state government.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 834, as amended, Figueroa.   State government
reorganization: California Performance Review.  
Department of General Services: information technology. 

   Executive Order S-5-04 created the California Performance Review
to conduct a focused examination of state government. That executive
order required the performance review to formulate and recommend
practical changes to government agencies, programs, and operations to
reduce total costs of government operations, increase productivity,
improve services, and make government more responsive and accountable
to the public.  
   This bill would declare the intent of the Legislature to
reorganize and improve the performance of state government based, in
part, on recommendations contained in the report by the California
Performance Review.  
   Existing law sets forth the requirements for the acquisition of
information technology goods and services by the state, and requires
all contracts for the acquisition of those goods and services to be
made by or under the supervision of the Department of General
Services, with expenditures in this regard subject to the review and
approval of the Department of Finance.  
   This bill would, on or before July 1, 2007, require the
Procurement Division of the Department of General Services to
identify information technology maintenance and support service
providers who have multiple contracts with the state and report this
information to the Legislature, including an evaluation of whether
the state should negotiate a single master services contract with
each of the identified vendors.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  
  SECTION 1.  It is the intent of the Legislature to reorganize and
improve the performance of state government based, in part, on
recommendations contained in the report by the California Performance
Review. 
  SECTION 1.   Section 14626 is added to the  
Government Code  , to read:  
   14626.  On or before July 1, 2007, the Procurement Division of the
Department of General Services, in order to promote government
efficiency, shall identify information technology maintenance and
support service providers who have multiple contracts with the state
and report this information to the Legislature, including an
evaluation of whether the state should negotiate a single master
services contract with each of the identified vendors.
