   An act to amend Section 2067 of, and to add Chapter 5 (commencing
with Section 2068) to Part 8.5 of Division 2 of, the Labor Code,
relating to car washes.



	LEGISLATIVE COUNSEL'S DIGEST


   SB 1468, Alarcon  Car washes.
   Existing law, until January 1, 2007, regulates the industry of car
washing and polishing by providing specific recordkeeping
requirements that employers of car washers must implement with regard
to car washer wages, hours, and working conditions.
   This bill would extend that repeal date to January 1, 2010.
   The bill would also require the Labor Commissioner to report to
the Legislature not later than December 31, 2008, on the status of
labor law violations and enforcement in the car washing and polishing
industry.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 2067 of the Labor Code is amended to read:
   2067.  This part shall remain in effect only until January 1,
2010, and as of that date is repealed, unless a later enacted
statute, that is enacted before January 1, 2010, deletes or extends
that date.
  SEC. 2.  Chapter 5 (commencing with Section 2068) is added to Part
8.5 of Division 2 of the Labor Code, to read:
      CHAPTER 5.  Reporting

   2068.  The commissioner shall study and report to the Legislature,
not later than December 31, 2008, on the status of labor law
violations and enforcement in the car washing and polishing industry.
