   An act to amend Section 8899.15 of, and to repeal Sections
8899.23, 8899.25, and 8899.26 of, the Government Code, relating to
seismic safety, and making an appropriation therefor.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 584, Blakeslee  Seismic safety.
   Existing law required that an Earthquake Research Evaluation
Conference be held to critique existing and emerging technologies for
earthquake research and recommending a comprehensive plan for
earthquake research.
   Existing law creates the continuously appropriated Alfred E.
Alquist Earthquake Fund to award a maximum of 5 grants for the
1991-92 fiscal year to commercialize technologies that will predict
earthquakes or mitigate their impact.
   This bill would delete an obsolete cross-reference, repeal an
obsolete grant program, transfer funds remaining in the Alfred E.
Alquist Earthquake Fund to the Seismic Safety Account in the
Insurance Fund, appropriate those funds to the Seismic Safety
Commission for expenditure in the 2005-06 fiscal year, and repeal the
provision creating the Alfred E. Alquist Earthquake Fund.
   Appropriation: yes.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 8899.15 of the Government Code is amended to
read:
   8899.15.  The Seismic Safety Commission shall develop a final
five-year statewide earthquake research plan as part of its five-year
hazard reduction plan. The findings made by the EREC shall be
incorporated into the plan.
   The plan shall contain appropriate strategies to receive
additional federal funding in order to implement the plan.
  SEC. 2.  Section 8899.23 of the Government Code is repealed.
  SEC. 3.  Section 8899.25 of the Government Code is repealed.
  SEC. 4.  Section 8899.26 of the Government Code is repealed.
  SEC. 5.  The Controller shall transfer any funds remaining in the
Alfred E. Alquist Earthquake Fund to the Seismic Safety Account in
the Insurance Fund, created pursuant to Section 12975.9 of the
Insurance Code, which amount is hereby appropriated to the Seismic
Safety Commission for expenditure in the 2005-06 fiscal year.
