LEGISLATIVE COUNSEL'S DIGEST SB 671, Cox Plumas County Flood Control and Water Conservation District: board of directors. Existing law, the Plumas County Flood Control and Water Conservation District Act, establishes the Plumas County Flood Control and Water Conservation District and requires the Plumas County Board of Supervisors to serve ex officio as the board of directors of the district. The act requires the members of the board of supervisors to serve as directors on the board of the district without compensation. This bill would authorize the board of directors to receive compensation, with a certain exception and subject to a specified limit, for performing duties as a director on that board. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 9 of the Plumas County Flood Control and Water Conservation District Act (Chapter 2114 of the Statutes of 1959) is amended to read: Sec. 9. (a) The Board of Supervisors of Plumas County shall be, and it is hereby designated as, and empowered to act as, ex officio the board of directors of the district and shall exercise the powers of the district enumerated in this act, except as otherwise provided, and may perform all other acts necessary or proper in their discretion to accomplish the purpose of this act. (b) The board of directors may adopt and enforce reasonable rules and regulations for the administration and government of the district and facilitate the exercise of its powers and duties set forth in this act and may employ and fix the compensation of all necessary agents and employees to look after the performance of any work or improvements provided in this act. (c) (1) Each member of the board of directors shall be allowed his or her actual, necessary, and reasonable expenses incurred in carrying out his or her duties under this act. (2) (A) Subject to subparagraph (B), the members of the board of directors may receive compensation as provided by Chapter 2 (commencing with Section 20200) of Division 10 of the Water Code. (B) Members shall not be compensated for any meeting held on the same day as a meeting of the board of supervisors. (d) The directors shall elect a chairperson, who shall preside at all meetings of the board and in case of his or her absence or inability to act, the members present shall, by an order entered in their minutes, select one of their members to act as chairperson temporarily. (e) Any member of the board may administer oaths when necessary in the performance of his or her official duties. A majority of the members of the board shall constitute a quorum for the transaction of business, and no act of the board shall be valid or binding unless a majority of the board members concur.
