LEGISLATIVE COUNSEL'S DIGEST SB 822, Margett San Gabriel Basin restoration. Under existing law, the San Gabriel Basin Water Quality Authority administers cleanup operations on behalf of the San Gabriel Basin. This bill would authorize the authority to receive state funds in connection with those cleanup projects for the purpose of meeting a certain federal requirement for nonfederal matching funds. The bill would declare that it is to take effect immediately as an urgency statute. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. The Legislature hereby finds and declares all of the following: (a) The State of California has established the cleanup of the San Gabriel Basin as a matter of significant regional and statewide water supply and water quality importance, as reflected in the establishment and mission of the San Gabriel Basin Water Quality Authority, as provided in Chapter 776 of the Statutes of 1992, as amended. (b) It is a matter of statewide priority that the San Gabriel Basin Water Quality Authority secure the maximum amount of available funds from the San Gabriel Basin Restoration Fund established by Public Law 106-554. (c) The State of California may consider, to the extent of available resources and subject to the conditions and requirements of relevant bond and grant programs, participating as a funding partner for the purpose of meeting the nonfederal matching funds requirements set forth in Public Law 106-554. SEC. 2. Section 601.2 is added to the San Gabriel Basin Water Quality Authority Act (Chapter 776 of the Statutes of 1992), to read: Sec. 601.2. The authority may receive state funds in connection with a project undertaken in accordance with this act for the purpose of meeting the nonfederal matching fund requirement set forth in Section 110 of Public Law 106-554. SEC. 3. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are: In order to facilitate the cleanup of groundwater in the San Gabriel Basin as soon as possible, thereby protecting public health and safety, it is necessary that this act take effect immediately.
