LEGISLATIVE COUNSEL'S DIGEST SB 1552, Scott California Community Colleges Economic and Workforce Development Program. Existing law provides for the California Community Colleges Economic and Workforce Development Program. Existing law provides for the awarding of grants by the Board of Governors and the Chancellor of the California Community Colleges to community college districts for leadership in accomplishing the mission and goals of this program. Existing law provides that this program is to be implemented only during those fiscal years for which funds are appropriated for these purposes in the annual Budget Act. Existing law provides for the repeal of the program on January 1, 2008. This bill would extend the operation of the program 5 years by delaying the repeal date of the program until January 1, 2013. The bill would add to the program a provision requiring the chancellor to contract for an independent performance evaluation of the program. The bill would express legislative intent with respect to the funding of this evaluation. The bill would require that the final draft of the report produced pursuant to the performance evaluation be submitted to the chairpersons of the appropriate legislative policy and fiscal committees, the Director of Finance, and the Legislative Analyst prior to February 1, 2012. Pursuant to the bill, this provision would be repealed on January 1, 2013. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 88550.5 is added to the Education Code, to read: 88550.5. (a) Prior to January 1, 2011, the chancellor shall contract for an independent evaluation of the effectiveness of the California Community Colleges Economic and Workforce Development Program in achieving the specific program goals and objectives set forth in this part. This performance evaluation shall include, but not necessarily be limited to, specific conclusions about the strengths and weaknesses of the program, as well as specific recommendations for strategies to improve the effectiveness of the program. (b) It is the intent of the Legislature that funding for the performance evaluation required by this section shall be provided from the budget of the California Community Colleges Economic and Workforce Development Program for the 2010-11 fiscal year. The final draft of the report produced pursuant to the performance evaluation shall be submitted to the chairpersons of the appropriate legislative policy and fiscal committees, the Director of Finance, and the Legislative Analyst prior to February 1, 2012. SEC. 2. Section 88551 of the Education Code is amended to read: 88551. This part shall remain in effect only until January 1, 2013, and as of that date is repealed, unless a later enacted statute, that is enacted before January 1, 2013, deletes or extends that date.
