An act to add Section 65302.7 to the Government Code, relating to
local planning.
LEGISLATIVE COUNSEL'S DIGEST
AB 82, as introduced, Evans. Local planning: agricultural land.
The Planning and Zoning Law requires that the general plan of a
city or county include specified elements, including a land use
element that designates the proposed general distribution and general
location and extent of the uses of the land for, among other things,
housing, business, industry, and open space, including agriculture,
and an open-space element.
The Planning and Zoning Law defines the local open-space plan as
the open-space element and that open-space use includes, among other
things, open space used for the managed production of resources,
including, but not limited to, agricultural lands and areas of
economic importance for the production of food and fiber.
This bill would declare the intent of the Legislature to enact
legislation that would encourage the preservation of agricultural
land and would encourage local governments to enhance, through the
local planning process, the recognition of the importance of
agricultural production to the state and local economy.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 65302.7 is added to the Government Code, to
read:
65302.7. It is the intent of the Legislature to enact legislation
that would encourage the preservation of agricultural land and would
encourage local governments to enhance, through the local planning
process, the recognition of the importance of agricultural production
to the state and local economy.
