Relative to identity theft.
LEGISLATIVE COUNSEL'S DIGEST
ACR 118, as introduced, Plescia. Identity Theft Awareness Day.
This measure would proclaim March 3 of every year as Identity
Theft Awareness Day.

WHEREAS, Identity theft continues to be the fastest growing crime
in the United States with an estimated 8 million victims last year;
and
WHEREAS, The problem of identity theft is worst in California,
Arizona, Texas, Florida, and Nevada; and
WHEREAS, The only age group in which identity theft increased last
year was the category of persons 50 years of age and over, members
of which were victims in 28 percent of all reported identity thefts;
and
WHEREAS, This crime also affects children, who comprised 32
percent of the victims of identify thefts last year; and
WHEREAS, Identity theft costs businesses and consumers billions of
dollars each year; and
WHEREAS, Identity theft has been linked to increases in drug
smuggling and illegal immigration; and
WHEREAS, The problem of identity theft will continue to grow until
consumers take action to make personal information unobtainable; and
WHEREAS, Many consumers have received letters notifying them of
lost or stolen information; and
WHEREAS, It is necessary to take steps to increase consumer
awareness of the dangers of identity theft; now, therefore, be it
Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Legislature hereby proclaims March 3 of
every year as Identity Theft Awareness Day; and be it further
Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the author for appropriate distribution.
