BILL SUMMARY:
AB 362 would require the Attorney General to submit a
feasibility report to the Legislature by January 1, 2009,
pertaining to the licensing and registration of handgun
ammunition sales.

STAFF COMMENTS: SUSPENSE FILE. AS PROPOSED TO BE AMENDED.
As presented to the Senate Public Safety Committee, AB 362 would
have generally required handgun ammunition purchasers to be
permitted for such purchases by July 1, 2011, as specified;
required sellers of more than 50 rounds of handgun ammunition
per month to hold a vendor permit by July 1, 2008, as specified;
required the Department of Justice to develop processes for the
issuance of such permits and the collection of data related to
same; and established civil fines for specified violations of
handgun ammunition requirements for sellers and purchasers.
As amended coming out of Public Safety, AB 362 would require a
report from the Attorney General addressing the feasibility of
creating a system of licensing or registering, or both licensing
and registering, handgun ammunition sales. The report is due to
the Legislature by January 1, 2009.
Attorney General staff estimates total costs of $318,000 to
complete the required study, which includes a limited-term staff
position and costs associated with an external consultant.
PROPOSED AUTHOR'S AMENDMENTS
Amendments proposed by the author would require the study to
include the feasibility of an instantaneous screening process
limiting the approval of handgun ammunition sales to qualified
purchasers, and maintaining a file of handgun ammunition records
of sale that shall be integrated with existing criminal justice
information systems.
