An act relating to aviation.

AB 700, as amended, Lieu. Santa Monica Airport.
(1) Under existing law, the city City
of Santa Monica owns and operates a general aviation airport,
the Santa Monica Airport.
This bill would require the city to establish a technical advisory
committee to evaluate all available relevant
and appropriate studies and data regarding the airport and, on
or before January 1, 2009, prepare and submit to the Federal
Aviation Administration and the Legislature a report with
recommendations about potential actions that could be taken to
mitigate the effects of reduce the air
quality impacts caused by air traffic connected with the
airport, thereby imposing a state-mandated local program.
(2) Existing law imposes various limitations on emissions of air
contaminants for the control of air pollution from vehicular and
nonvehicular sources. The State Air Resources Board is designated as
the state agency with the primary responsibility for the control of
vehicular air pollution, and air pollution control districts and air
quality management districts are designated with the primary
responsibility for the control of air pollution from all sources
other than vehicular sources.
This bill would authorize the state board, if the technical
advisory committee established pursuant to paragraph (1) does not
complete its evaluation and submit its report by January 1, 2009, to
review all available studies and data and prepare and submit
recommendations to the Federal Aviation Administration on actions
that could be taken to reduce the adverse air quality impacts caused
by air traffic connected with the Santa Monica Airport.

(2) The California Constitution requires the
state to reimburse local agencies and school districts for certain
costs mandated by the state. Statutory provisions establish
procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates
determines that the bill contains costs mandated by the state,
reimbursement for those costs shall be made pursuant to these
statutory provisions.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. (a) The City of Santa Monica shall establish a
technical advisory committee to evaluate all available
relevant and appropriate studies and data
regarding the Santa Monica Airport and, on or before January 1, 2009,
prepare and submit to the Federal Aviation Administration and the
Legislature a report with recommendations about potential actions
that could be taken to mitigate the effects of
reduce the air quality impacts caused by air
traffic connected with the Santa Monica Airport. The committee
may also make recommendations to the Legislature regarding any issues
that may require future study.
(b) The committee shall work in concert with the existing advisory
committee convened by the city.
(c) To the extent possible, the composition of the committee shall
reflect the composition of the affected community and the diversity
of interests of the community by inviting all of the following to
participate on the committee:
(1) The federal, state, and local elected officials who represent
the airport and the areas immediately surrounding the airport.
(2) A representative from the Federal Aviation Administration.
(3) A representative from the South Coast Air Quality Management
District.
(4) A representative from the State Air Resources Control
Board.
(5) A representative One or more
representatives from any community group with an interest in
the activities at the Santa Monica Airport.
(6) A representative from any pilot , aviation, or
business association with an interest in the activities at
the Santa Monica Airport.
(7) A representative from any environmental organization with an
interest in the activities at the Santa Monica Airport.
(8) Any other stakeholder representative with an interest in the
activities of the Santa Monica Airport.
(8) A representative from any aviation business association with
an interest in the activities at the Santa Monica Airport.
(9) A representative from Los Angeles World Airports.
(d) Membership of the committee shall not exceed 20 persons.

(e) The committee shall meet no less than four times
per year.
(e) If the committee does not complete its evaluation and submit
its report by January 1, 2009, the State Air Resources Board may
review all available studies and data and prepare and submit
recommendations to the Federal Aviation Administration on actions
that could be taken to reduce the adverse air quality impacts caused
by air traffic connected with the Santa Monica Airport.
SEC. 2. If the Commission on State Mandates determines that this
act contains costs mandated by the state, reimbursement to local
agencies and school districts for those costs shall be made pursuant
to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of
the Government Code.
