   An act relating to prison design plans, and making an
appropriation therefor.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 716, as introduced, DeVore. Prison design plans.
   Existing law provides that California prisons are under the
jurisdiction of the Department of Corrections and Rehabilitation.
   This bill would provide that the department shall prepare plans
for the design and construction of a prison to house 4,000 inmates.
This institution would exclusively house inmates whose primary reason
for incarceration is addiction to alcohol or controlled substances.
   The bill would also provide that the design plans shall include,
but not be limited to, detailed descriptions of personnel, program,
and staffing of the institutions with the goal of rehabilitating the
inmates from their addictions.
   This bill would require the department to report the design plans
to the Legislature by January 1, 2008.
   This bill would appropriate an unspecified sum from the General
Fund for the department to perform the duties required by this bill.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  The Department of Corrections and Rehabilitation shall
prepare plans for the design and construction of one prison housing
4,000 inmates. This institution shall exclusively house inmates whose
primary reason for incarceration is addiction to alcohol or
controlled substances.
   The design plans shall include, but not be limited to, detailed
descriptions of personnel, program, and staffing of the institution
with the goal of rehabilitating the inmates from their addictions so
that they will be less likely to commit criminal acts upon release.
   The department shall report the design plans to the Legislature by
January 1, 2009.
  SEC. 2.  The sum of ____ dollars ($____) is appropriated from the
General Fund to the Department of Corrections and Rehabilitation to
perform the duties required by this act.
