           SUMMARY  

          This bill requires the California Research Bureau (CRB) to  
          submit, to the Legislature, a summary of the available  
          literature on the effectiveness of agricultural commodity  
          marketing orders, councils, and commissions.

           FISCAL EFFECT  

          Minor GF costs, if any, to the CRB to summarize available  
          literature on the effectiveness of agricultural commodity  
          marketing orders, council, and commissions.

           COMMENTS  

           Rationale  .  The author believes the Legislature should be better  
          apprised of the effectiveness, or lack thereof, of the many  
          agricultural commodity, councils and commissions that operate  
          relatively autonomously under the jurisdiction of the Department  
          of Food and Agriculture (CDFA).
