           SUMMARY  

          This bill prohibits a person from driving a motor vehicle while  
          holding a live animal in his or her arms, or upon his or her  
          lap.

           FISCAL EFFECT  

          1)Minor revenue to cities and counties generated by penalties  
            imposed for violations.  (Local Accounts)

          2)Minor revenue to the GF and various special funds resulting  
            from CHP enforcement of the new moving violation.  

           COMMENTS  

           Rationale  .  The author notes that many people operate motor  
          vehicles throughout California with live animals in there arms  
          or on their laps, generally small dogs, despite current law that  
          prohibits operation of a motor vehicle when it is loaded in a  
          way that obstructs the driver's view.
