To the Members of the California State Assembly:

I am returning Assembly Bill 2844 without my signature.

This bill would require significant state General Fund expenditures
when our state's fiscal situation remains uncertain.   Due to the
immediate cost of implementing the provisions of this bill and our
budget crisis, I am unable to support this bill.
