   Relative to electrical generating facilities.

   SCR 64, as amended, Calderon. Public utilities: electrical
generating facilities.
   This measure would declare the support of the Legislature for
measures to encourage the development of new electrical generating
facilities throughout California.
   Fiscal committee: no.



   WHEREAS, California, southern California in particular, continues
to suffer from a shortfall of electrical generation, and the
situation is expected to worsen in the coming years; and
   WHEREAS, Southern California receives electricity both from inside
and outside the region, and transmission constraints, such as
congestion, are an ongoing problem in southern California; and

   WHEREAS, Current technology allows for the development of
fast-start, high-efficiency combined-cycled facilities to provide a
safe and reliable source of power to users within the southern
California area; and  
   WHEREAS, New facilities implement state-of-the-art technology to
reduce air emissions, including high-efficiency, ultralow NOx
combustion turbine technology, selective catalytic reduction to
minimize emissions, an oxidation catalyst system to reduce carbon
monoxide emissions and natural gas, and a clean-burning fuel; and

   WHEREAS, Development of new facilities may lead to the retirement
of some older facilities, which would improve overall environmental
conditions and better ensure reliable power, especially during peak
times; and 
   WHEREAS, Locating new facilities in large power load/demand
centers, will reduce the need to import power from other areas,
thereby reducing demand on transmission networks and increasing
reliability; and 
   WHEREAS, It is in the interest of the residents of southern
California that new facilities be developed to provide lower cost,
more efficient electricity that reduces transmission constraints and
improves air quality; now, therefore, be it
   Resolved by the Senate of the State of California, the Assembly
thereof concurring, That the Legislature support measures to
encourage the development of new electrical generating facilities
throughout California , to reduce or eliminate development
impediments, and to streamline the review and permitting of these
facilities  ; and be it further
   Resolved, That the Secretary of the Senate transmit copies of this
resolution to the author for appropriate distribution.
