          BILL SUMMARY:   SB 210 would require the California Air  
          Resources Board (CARB) to adopt, implement, and enforce  
          greenhouse gas emissions fuel standards, as specified.

          SB 210 would require CARB to establish a low-carbon fuel  
          standard that achieves the maximum technologically feasible and  
          cost-effective, and at least a 10 percent reduction in  
          greenhouse gas emission, as specified, on or before January 1,  
          2010.  SB 210 would require the regulations to be consistent  
          with environmental justice, as defined, in their adoption,  
          implementation, and enforcement.  Regulation packages generally  
          require about two positions and two years.  SB 210, however, is  
          a significant package of regulations that would require CARB to  
          look at many different fuel types, as well as what is  
          technologically feasible at the refineries, among other things.   
          CARB estimates it would require seven positions for two years,  
          or about $875,000 a year.

          Under the Alternative Fuels Law, the State Energy Resources  
          Conservation and Development Commission (Energy Commission) is  
          required to develop and adopt a state plan by June 30, 2007, to  










          increase the use of alternative fuels and set goals for 2012,  
          2017, and 2022 to increase alternative fuel use in the state  
          that meet certain requirements.  SB 210 would require the Energy  
          Commission to update and reissue that report with additional  
          recommendations and revisions by June 30, 2009.  The Energy  
          Commission estimates that it would need $780,000 and four  
          positions.  Staff notes that the Energy Commission's original  
          report was almost twice that amount and required 10 positions.
