To the Members of the California State Senate:

I am returning Senate Bill 299 without my signature.

While I appreciate the author's interest in reducing recidivism and
promoting public safety, this bill is unnecessary because the
California Department of Corrections and Rehabilitation already has
the authority to establish and expand honor programs
administratively.

For this reason, I am returning this bill without my signature.
