   An act to add Section 8482.7 to the Education Code, relating to
before and after school programs.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1671, as introduced, Hollingsworth. Before and after school
programs: funding: career technical programs.
   The After School Education and Safety Program Act of 2002, enacted
by the initiative measure Proposition 49, establishes the After
School Education and Safety Program to serve pupils in kindergarten
and grades 1 to 9, inclusive, at participating public elementary,
middle, junior high, and charter schools. The act requires the
department to apportion moneys appropriated for purposes of the
program to before and after school programs as grants according to a
specified priority scheme.
   This bill, in addition, would authorize before and after school
programs to use those grant moneys for purposes of career technical
programs offered in partnership with off-campus nonprofit
organizations before and after the regular schoolday.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 8482.7 is added to the Education Code, to read:

   8482.7.  Notwithstanding any other provision of law, a program may
use grant moneys apportioned pursuant to this article for purposes
of career technical programs offered in partnership with off-campus
nonprofit organizations before and after the regular schoolday.
