   An act relating to teachers  , and declaring the urgency
thereof, to take effect immediately  .

   SB 1677, as amended, Scott. Teachers: applied learning programs.
   Existing law authorizes the Commission on Teacher Credentialing to
issue various types of teaching credentials.
   This bill would require the Legislative Analyst's Office to
convene an advisory committee to determine the preparation and
professional development needs of teachers providing instruction in
applied learning programs. The bill would require the Legislative
Analyst's Office to present the findings of the advisory committee to
the Legislature by September 30,  2009   2008.
This bill would declare that it is to take effect immediately as an
urgency statute  .

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  (a) The Legislature finds and declares all of the
following:
   (1) Pupils need a range of educational experience to prepare them
for success beyond high school, including academic and career
education that enables them to access a full range of postsecondary
options.
   (2) Many pupils learn best when they are engaged in applied
learning courses that integrate academic and technical knowledge.
   (b) It is the intent of the Legislature that:
   (1) Courses provide pupils with rigorous learning experiences that
will prepare them for college-level work and workplace success.
   (2) The academic and career technical education teachers who
provide instruction in applied learning programs employ pedagogical
strategies that will ensure pupil success.
  SEC. 2.  (a) The Legislative Analyst's Office shall convene an
advisory committee to determine the preparation and professional
development needs of teachers providing instruction in applied
learning programs. The advisory committee also shall provide
recommendations for improving the ability of the state's existing
teacher training programs to assist teachers providing instruction in
applied learning programs. In developing its recommendations, the
advisory committee may consider best practices from other states or
countries and relevant education research on improving instruction in
applied learning programs. The advisory committee also may consider
the impact of improving instruction in applied learning programs on
securing approval for career and technical education courses that
meet the model curriculum standards established pursuant to Sections
51226 and 51226.1 to satisfy the requirements of the University of
California or the California State University.
   (b) The advisory committee shall include, but is not limited to,
representatives from the following:
   (1) The Commission on Teacher Credentialing.
   (2) The State Department of Education.
   (3) The Secretary for Education.
   (4) The Senate Committee on Education.
   (5) The Assembly Committee on Education.
   (6) The Senate Office of Research.
   (7) The California State University.
   (8) The University of California.
   (9) The business community.
   (10) The education community.
   (c) By September 30,  2009   2008  , the
Legislative Analyst's Office shall present the findings of the
advisory committee to the Legislature.
  SEC. 3.  This act shall be binding upon the University of
California only to the extent that the Regents of the University of
California, by resolution, make it binding.
   SEC. 4.    This act is an urgency statute necessary
for the immediate preservation of the public peace, health, or safety
within the meaning of Article IV of the Constitution and shall go
into immediate effect. The facts constituting the necessity are:
 
   In order to facilitate applied learning programs that reach pupils
who have difficulty learning through traditional programs, and to
facilitate the preparation and professional development needs of
teachers who provide instruction in applied learning programs, it is
necessary that this act take effect immediately.
