LEGISLATIVE COUNSEL'S DIGEST AB 61, Nava. Santa Barbara Metropolitan Transit District. Existing law establishes the Santa Barbara Metropolitan Transit District, which is governed by a board of 5 members. This bill would increase the number of members on the board by 2 members to a total of 7 members. The bill would require the City Council of the City of Carpinteria and the City Council of the City of Goleta to each appoint one of the additional members to the board. By increasing the membership of the board of the Santa Barbara Metropolitan Transit District, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 95400 of the Public Utilities Code is amended to read: 95400. The government of the district shall be vested in a board of seven members. Two of the directors shall be appointed by the Board of Supervisors of the County of Santa Barbara. Two of the directors shall be appointed by the City Council of the City of Santa Barbara. One of the directors shall be appointed by the City Council of the City of Carpinteria. One of the directors shall be appointed by the City Council of the City of Goleta. The six directors so appointed shall choose and appoint the seventh director. The board shall elect its chairman, and a majority vote is necessary for the election of the chairman of the board. SEC. 2. No reimbursement is required by this act pursuant to Section 6 of Article XIII B of the California Constitution because the only costs that may be incurred by a local agency or school district are the result of a program for which legislative authority was requested by that local agency or school district, within the meaning of Section 17556 of the Government Code and Section 6 of Article XIII B of the California Constitution.
